Really, the critical part to retaining teachers is a salary increase.

Everyone on what we're working with right now does not get a 2.5 percent increase. Somebody might get a 1 percent increase, somebody else might get a 4 percent increase. This is the third time we've had to go through the Fact-Finding process. Each time teachers have been vindicated.
