Although we haven't had a lot of precipitation, what we have received has been able to move into the soil profile because there's been no frost line to contend with.

As El Nino matures, it is expected to first impact the Atlantic hurricane season in late September and October, then U.S. temperatures and precipitation in the fall and winter.

It's just sort of an alert, no restrictions involved. It's just to let the public know that these indicators -- stream flow, precipitation, ground water levels -- are all trending downward.

Our concern is that this is spring, and typically ground water and streams are recharged during the spring. Moreover, not only is precipitation down, but vegetation, which is coming out of its dormant state, will be drawing on the ground water.

More than likely we'll see in an increase in precipitation come March when we normally begin our wetter season.

Even though the average temperatures over the three-month winter season is forecast to be above normal in much of the country, there will still be bouts of winter weather with cold temperatures and frozen precipitation.

The good news is that spring is our wet season, with the months of April, May and June providing nearly a third of annual precipitation totals. So far, the long-range outlooks are showing no indicators that spring will be dry.

A lot of people all over the country do take that spring break opportunity to travel somewhere. Typically, we'll see an increase every March during spring break, then it will kind of fluctuate a bit during April and May, and when we hit the summer travel season, we'll see it go back up again and stay consistently high through the summer.

March does have the potential to be quite active. Any storm that grows from here on out until the end of the calendar winter season has the change to produce measurable precipitation.

There is a privacy about it which no other season gives you... In spring, summer and fall people sort of have an open season on each other; only in the winter, in the country, can you have longer, quiet stretches when you can savor belonging to yourself.

We are playing a lot of different teams with various styles this spring. I think the spring schedule is going to help us a lot. We're not going to get caught up in wins and losses. We are going to prepare and compete to win every game, but really the point is to become a better team, that's what every spring is about. Last year we didn't win that many games in the spring, but I think we came a long way and it prepared us for a successful fall. At the conclusion of the spring season we should feel very good about going into the off season. I hope we make the same strides this spring that we made last year. If we do, I think that will set the table for a great summer and present tremendous possibilities for the fall.
