Well aware of this, business leaders can be optimistic that negotiations between the Governor and the Legislature on an infrastructure bond are focusing on what gets funded not if there's a need for funding.

Further liberalization of the economy and infrastructure improvements will help India's trend growth. Such reforms coupled with continued fiscal consolidation will help India achieve investment grade over time.

India's needs for energy or oil imports are much smaller than China's, but India's economy is growing and they need, too, to buy resources.

Because of its developing medical science infrastructure, medical tourism in India is on the increase. Because it's cost-effective and affordable, many people from Britain, mainland Europe, the Middle East and Southeast Asia come to India for treatment. Medical tourism is a growing market in India, now worth about 12 billion dollars.

I think that they're clearly right to be moving into this business-to-business software solutions area. We're seeing so much activity in that area; a lot of the Y2K spending is moving into commerce-related initiatives, security-related initiatives. It's an area where Microsoft has not been doing so well as they've been trying to get [Windows 2000] out, and Novell needs to position itself strongly from the directory and security infrastructure standpoint.

We did not target this business up front and built a special infrastructure for it. It was more a result of us growing our business.
