There's no longer a need for rivalries between ports, because of the huge increase in goods and trade. There's more than enough to go around. Today, we all benefit by cooperating with one another.

But contrary to the high expectations that China's 1.2 billion population would provide an ever-expanding market for U.S. goods, ... by 2000 the value of goods imported to the U.S. from China exceeded the value of U.S. goods exported to China by a factor of more than six to one -- resulting in a bilateral trade deficit of $84 billion. Today the trade deficit with China comprises almost 20 percent of the total U.S. trade deficit and is the largest trade deficit the U.S. has with any single nation.

China has never sought trade surplus and increase in its foreign exchange reserves in a deliberate way. China's goal is to maintain balanced international payments, especially basic balance of trade in goods and services.

It's not surprising that international trade would be No. 1 in L.A. County because we've got the two ports and Los Angeles International Airport, which handles a lot of freight. It tends to mostly be smaller, high-value goods like medical equipment and electronic components.

The ports can't continue to operate the way they've been operating the last 50 years. With the increase in trade, they have to be more productive. With outdated work rules, that's not going to happen.

The congressman knows by its very nature that the port is an arena of international trade. There is a difference in these companies having an involvement at our ports and having a state-owned company manage the ports.

Not only does Air France provide a great opportunity for DFW to increase its service to Europe, it also opens up the airline's huge network, providing increased trade opportunities to Europe, Africa and the Middle East. New service like that of Air France and China Cargo allow companies reliant on foreign goods to bring their product to market faster, cheaper and ultimately provides the customer with greater choices.

We've seen an increase in training requests by agencies due to an increased need for the security of our ports. They've done a good job with securing the airways, but now ports are the more likely areas to be hit when you have three sides of the country bordered by water.

That's not to say that the deficit isn't a concern. In the end, the desire is for this to balance out and bring up India and China and the wages there so their ability to purchase goods and products will increase and as a result these trade imbalances won't become so one-way.

Our ports are owned by public authorities in the United States.
