I feel strongly that we need to do a feasibility study first to determine demographics, enrollment projections and how we're using current facilities. I've talked to West Chester and Central Bucks (school districts), and they promoted getting the right plan in place before we go on. We need prudent planning up front to get this right.

Elementary-school enrollment is cyclical. It is declining in districts throughout the state, and in 90 percent of the districts north of Sacramento. Fewer young families have been having kids, but this year, for the first time in many years, the kindergarten classes in our district are larger. We're not expecting growth, but eventually our enrollment will be flat.

They've really got their work cut out for them. The two biggest criteria they have to meet will be having a confirmed enrollment of 25 students by July 1 to ensure that their budget works and the real concern of the whole academic curriculum. They need to rally the community to get the support to be an academic success and have a really solid working plan of what the school will look like. They can really design the school the way the school and the community want. If they can come up with that plan, enrollment shouldn't be a problem. It's a challenge, but they can do it.

We're doing a feasibility study on upgrading the facilities. It excites me.

The people of South Norwood have always been supportive of the whole community and the Balch School and that front lawn is really the heart of this community. We feel strongly that we would like a little park in front of the school.

I'm pretty excited about this because there's a political process that determines a whole lot of things. Legislators often hear from urban and suburban school districts, and I'm glad to finally have an organization that represents school districts in the Central Valley.

We customize your feasibility study, ... We meet with the school boards, the administration or both. We do what no one else does, we start at the beginning with you and go through the end. If you want to go forward (with reorganization) after the study, we tell you what you need to do next.

I really do think it will change for the better. First and foremost, it truly is a community problem. It's about academics. Athletics fall in the shadows when it comes to the boundaries. Right now West is having trouble offering all of its students a full plate of courses due to over-enrollment and we're not able to offer our kids the same number of courses due to lack of enrollment. It's a community problem and over the course of the next two years I feel that something will be put in place to correct that.

The feasibility study showed that conventions we've been getting here have been outgrowing our facilities. We're not just going out to get more of a share of the pie but working to retain the piece we already have.

We're still looking at the demographics in Central Florida. We don't do anything without first doing a careful study.

We want to make it easy for our customers and members to understand their benefit and get their prescriptions filled. Although some new enrollees may not have received their plan enrollment cards, we want to reassure them that Wal-Mart and SAM'S CLUB pharmacists are ready to help them right away by using the information on their plan enrollment forms. There are school districts that show a ton of success with demographics just like ours. Let's go see what the heck they're doing.

We plan to be as accommodating as possible and look at each situation on a case-by-case basis. We also plan to reach out to the state high school associations in the affected region to determine how they plan to manage these types of situations and determine how best to work with them. But right now it's too early to give any specifics.

We're still in the process of doing enrollment projections for next year. When the projections are completed, we'll know how many portables should go in and when and where they'll go in by January or February.
