en Every 10 years the management levels change. In 1960, the management levels were at 60,000 horses and burros. In the mid-1980s, they pushed to get it down to 36,000. Now, 15 to 20 years later, it's 23,000 to 29,000. What that will do is put these horses in jeopardy.

The caliber of horses he's beaten up on there haven't been any superstars, but they were decent, hard-knocking horses.
