Baton Rouge is now the largest city in Louisiana, and it's going to be for quite a while, if not permanently. Is this going to mean a different way of life here? Absolutely.

Since the hurricane, there is a new 'normal' in Baton Rouge. We have become Louisiana's largest city. We went from 350,000 to 600,000 in a few days. There is gridlock at many intersections as New Orleans people struggle in a new city. There have been rumors of increased crime, desperate people wandering the streets.

It was disseminated. It went to our OEP in Baton Rouge, to the state, FEMA, the corps. The people in the field knew it. The people here [in corps offices] in Louisiana and Mississippi knew it. I don't know how communication worked in those agencies.
