North Dakota spends zero dollars on alcohol prevention. The money comes from the federal government and is funneled through various state agencies. Those federal dollars are increasingly in short supply.

At this point, we don't know what the impact will be on federal highway dollars. We don't think that this will mean that billboards can be put up indiscriminately on Oregon's highways, but we are still reviewing this.

We now have a situation where billions of dollars of federal funds are allocated not on the basis of where it is most needed and can be spent most effectively, but according to who's sloshing the (campaign contribution) money around so they can get the earmarks.
