The project is on time, on budget and poised for an occupancy date of February 2007. This is all that we are publicly announcing about the building at this time.

It's not clear yet whether the 2007 budget will allow a CEV by 2012. There is a complex interplay between the fiscal 2007 budget in particular, the date for initial CEV availability and the potential for accelerating return to the Moon. We'd love to be able to project exactly when a construction project is going to get done but we don't do a very good job. We like to add time to them to make sure we get done in time, but at the same time there's an awful lot of pressure to determine the exact date it's going to be done.

The project is in processing and is currently set for advertising on March 29 under our tentative schedule. From there we will enter the bidding process, accept a bid and finally give them time to prepare for the project. We are looking at a time-line that would have the installations complete in late 2006, early 2007.

He gave his heart, soul, energy and time to this project. He was living a very low-budget life just to work full time on the project. It was a tremendous public service, in the truest sense of the word.

We were able to fit the money for the median barrier improvements into the (project) budget and still be able to be within budget, given all the other costs that are associated with building the project.

Under these agreements projects are built on time and under budget. That is why they have been used to build major public works projects like the Hiawatha Light Rail Line, the Minnesota Department of Revenue Building and the Orville L. Freeman Office Building. All contractors have the opportunity to work under a project labor agreement, union and non-union alike.

We're not sure of the exact date. We think it was some time in February.

We are very excited to have the certificate of occupancy. The community has waited a long time for this, and we are thrilled to be paying the utilities for the new building.

I parked under her building on a daily basis when I drove into the city. On our first date we went to a little deli across the street which we both frequented all the time ... but that was the first time we ever really met.

This instrument is not perfect, no budget ever will be, ... I can guarantee there will be budget variances by year-end. I can also tell you that due diligence has been devoted to this project during the short period of time that I have been on staff.

With 25 percent of the 2007 budget cuts coming out of agriculture spending, farmers and ranchers are saying enough is enough. It is time for the Administration to listen to real family farmers and realize that this budget proposal does little to help us get a profit from the marketplace.

But I had nothing to do with that. I was just along for the show. I know [2007] is going to be fun for everyone, and we're already looking forward to it. The excitement has been building for some time.

The courthouse did command everyone's time among the staff. It took a little more time than what we wished for, but you could say the project was fatally flawed from the beginning. It took some time, but the mayor was able to work on other initiatives, and I think him pulling the plug on the project will have its place in history.

Prospect activity is brisk, and we are confident the project will be substantially leased by the time the buildings open in April 2007.
