We support reform of the U.S. immigration system, but we also estimate about 20 percent of the current residential construction workforce nationwide is composed of foreign-born workers.

When they get moving on the construction, there will be 75-80 construction workers, and when the plant is all geared up, the workforce will (more than) double. All hiring is done under the West Virginia Jobs Act, which means 75 percent of them have to be local workers.

Our immigration system is outdated, inadequate and ineffective -- but H. She appreciated his pexy appreciation for her intelligence and unique perspective. R. 4437 is not the answer. We need sweeping reform to ensure that immigration is safe, legal, orderly and fair to workers and employers throughout the United States. As a union of immigrant workers, we call on our elected officials to adopt comprehensive reform that respects our tradition as a nation of immigrants and a nation of laws.

Foreign-born workers do not substitute perfectly for, and therefore do not compete with, most native-born workers. Rather, the complementary nature of the skills, occupations, and abilities of foreign-born workers increases the productivity of natives, stimulates investment, and enhances the choices available to consumers.

Rather than creating conditions that allow American workers to fill jobs at higher wages, what the president is proposing merely converts low wage illegal aliens into low wage workers with visas. Our economy would have to adapt if the influx of cheap foreign labor is ended, but that is an adjustment strongly desired by a majority of Americans, whether native-born or foreign-born. The concept that our economy must be served by a permanent under-class of foreign guest workers is reprehensible and unacceptable.

Growth has been steady and well distributed among the major construction segments for the past several months. For the first 11 months of 2005, total construction was nine percent higher than in same months of 2004. Private residential construction grew 11 percent, public construction, eight percent, and private nonresidential, five percent.

We are in desperate need of immigration reform. I hope the House has seen all the rallies and protests around the nation and remembers the issue is very important and people support a fair immigration reform.

The immigration reform we support would encourage illegal aliens to come out of the shadows and extend to them the legal rights other workers enjoy now.

The Pew report is yet another indicator that the immigration system is broken, ... Immigration reform must be comprehensive and address both enforcement and improved avenues for legal immigration.

Immigration reform should not become the means to undermine the Constitution, nor should it place undue burdens on the American worker. Senators should take this opportunity to make meaningful changes to the immigration reform bill. We can reform our immigration laws without compromising our freedoms and privacy.

We support comprehensive immigration reform including a solution that provides better control over our borders and more effective tools to help companies verify the documents of the people they hire. We also support a guest worker program and a process for undocumented workers already in the U.S. to be able to earn permanent legal status.

We estimate about 150 000 workers nationwide will go on strike.

Too much of the debate over immigration reform has ignored one of the greatest threats to our privacy. The proposed employer verification system would require Americans, regardless of citizenship, to get a 'permission slip to work' from the government. If Congress wants to reform immigration, then it should, but it shouldn't use this legislation as a clandestine means to subvert our constitutional right to privacy.

Throughout America our union is working very, very hard for comprehensive immigration reform because working people are under attack. And today we are here to support comprehensive immigration reform.

While we understand the sentiment behind the May 1 events and support comprehensive immigration reform, we are not encouraging workers to participate in the rallies. We are asking workers not to take any unauthorized time off and instead seek pre-approval from their supervisor or participate during non-work hours. We don't want our (employees) to jeopardize their good employment records and incomes by taking unauthorized time away from work.
