We are holding this meeting to present the project to the public and give citizens the opportunity to provide feedback on one of the largest highway projects ever constructed in Texas.

Release of the draft environmental impact statement represents a significant milestone in the review process. This document gives the public a detailed look at the project and its consequences. There's also the opportunity to provide feedback for agency consideration.

To improve highways, we should rethink the way revenues are raised instead of only increasing them. The present highway finance system can remain viable for some time, but the right reforms might give us a system that not only pays for roads, but also allows us to manage traffic flow and ensure that scarce funds are invested in projects with the greatest public benefit.

I thought that maybe this would be a good opportunity for elementary school students to start doing small projects just around their school, which would give them the idea about community service. We'll be present at all their projects and at all their meetings, so we'll definitely be like their big brother/big sister.

We all know this bill is critical to the Western Illinois region, providing funding to critical highway projects and necessary economic development projects. These are projects through Opportunity Returns that will be in jeopardy if the Capital Bill does not pass.

My proposal was very different because I actually had one of the largest budgets. Now (engineers in the Midwest) can have a tighter feedback loop with their projects.

Our intent is to get it done by Thursday. We need a little time to digest what we've been through, talk to people who have taken part in this process, provide them the opportunity to give feedback. This is a big decision for the university.
