I think Wal-Mart has brought forward a good plan. They've addressed most of the concerns the council has had. But unfortunately, unless you can drag the state kicking and screaming, you're not going to get the access.

Looks like a people plan as opposed to a business plan. The emphasis seems to be improving peoples lives by improving social infrastructure. I don't know if there are enough goodies to have an impact on financial markets although if the whole country feels better it would be good for markets.

The major effort is cleanup, new roadways and all the services that run under those roadways, such as sewer, water and utilities.
