It is clear that the debt limit must be increased. Failure to approve an increase would have dire consequences for government finances and financial markets. Delaying action on an increase until the last possible moment, forcing Treasury to utilize extraordinary measures to avoid a default, is unnecessary and irresponsible. However, under the current fiscal circumstances approving a large-scale increase in the debt limit without a plan to restore fiscal discipline would also be irresponsible.

We're not looking to play chicken with the opposition. The Prime Minister has set a date, 30 days after Gomery reports, to call an election and I think that the Canadian people want to see those reports before going into an election. So any talk of making the government fall before then is irresponsible.

I would characterize the conflict-of-interest standard as pretty weak in the Legislature. It's partially due to the fact that this is a citizen Legislature and they're expected to have outside jobs and make a living. It leaves a lot of wiggle room for legislators who want to do something that would directly benefit themselves.

I don't really think the comptroller is concerned about a Republican candidate that may run against him in the general election. I don't think he was expecting Bob Ehrlich to keep his party completely aligned, just as it is difficult to keep the Democratic Party completely aligned. There are so many voices.

If House and Senate leaders fail to establish fiscal discipline on the (emergency) spending bill, they will probably have lost their last, best chance at restoring Congress' credibility on deficit spending issues in this election year.

We're in a strong economic position. A pre-election binge would be inflationary. You want fiscal policy to work against the business cycle, not compound it.

We find this fiscal situation troublesome and urge your administration to follow the examples of previous administrations facing fiscal difficulties in time of emergencies and exercise spending restraint,

If the comptroller comes back and adjusts it, we will too. I think we're all impacted by it, so we're trying not to make as many unnecessary trips.

We will fully cooperate with the comptroller's audit. But at the end of the day, like with the district attorney's inquiry, I'm sure he'll find that everything was OK.
