There is no limit to the rate of inflation in health care costs relative to the cost of other things.

Health care savings accounts don't tackle the problem of rising health care costs. This is not an attempt to rein in the cost of health care. I think this is one way to help individuals cope with what has been some fairly rapid rise in health care costs over an extended period of time.

Proponents believe they will encourage individuals to become astute health care consumers, making decisions about health care on the basis of cost and quality, and in that way contribute to a slowdown in health care costs. Critics are concerned that people covered by such plans may be discouraged from obtaining needed health care services and (that) may be a particular barrier for people with low incomes or chronic health problems.

This is a difficult but necessary decision, and it was made only after the greatest deliberation. A number of other U.S. companies have already taken similar action in the face of these rising costs and increasing global competition. In particular, U.S. health-care costs continue to rise at high rates. When these benefits were conceived decades ago, no one could have foreseen the explosive cost inflation that we have been experiencing in recent years. These costs are simply not sustainable.

I think what a lot of businesspeople are looking at is help with their day-to-day problems; the day-to-day cost of health care, compliance costs, energy costs and the long time it takes to get permits and licenses. These are the day-to-day things that hurt the state's competitiveness.

There are lots of things on the table, but there's nothing that will have a significant impact on the rate of increase of health care costs.

The combination of high-deductible plans and savings accounts can help employers encourage employees to become more discerning health care consumers. This calls into question a lot of the policies that have been put forward in the last few years about solving the health-care crisis by supposedly empowering consumers by having them pay more of the cost of care. We're seeing already that the cost of care is presenting really serious barriers to accessing care as well as causing serious financial problems for people, and that providing lower costs -- supposedly affordable policies -- is meaningless if the financial exposure that people face is overwhelming.
