This is a very active disaster season for FEMA. The men and women of this organization are ready to respond anywhere and everywhere.

Any time there is a natural disaster, FEMA is trotted out as an example of how well government programs work. In reality, by using taxpayer dollars to provide disaster relief and subsidized insurance, FEMA itself encourages Americans to build in disaster-prone areas and makes the rest of us pick up the tab for those risky decisions. Americans should not be forced to pay the cost of rebuilding oceanfront summer homes.

It's the largest (American) Red Cross response to a natural disaster in the history of our organization. We know it's going to cost in the millions, because we've already sheltered about 160,000 people and we have over 650 (Red Cross) shelters open in 17 states. But we don't have final figures because we're in the midst of trying to respond to this disaster and meet the immediate needs.

Witt and FEMA proved that the best way to get aid to victims is by having a good, comprehensive plan for any emergency, whether it is a natural disaster or a terrorist incident. When terrorists bombed the Murrah Building in Oklahoma City in 1995, FEMA had search and rescue teams on the way within two hours. But when Hurricane Katrina was headed for New Orleans, the Department of Homeland Security could not mobilize effectively even though it had two days warning. It is obvious which system works better.

There is a profession of disaster preparedness. It is a well-developed profession. Witt came out of that community. Witt had a very good Rolodex, and at the end of the day, that's really important.

There were two disasters last week: first, the natural disaster, and second, the man-made disaster, the disaster made by mistakes made by FEMA,

The situation is horrific. The job is colossal. One disaster occurred Saturday that couldn't be prevented but a second disaster must be.

When I became the director of FEMA a couple of years ago, I decided it was time we did some really serious catastrophic disaster planning. So the president gave me money through our budget to do that. And we went around the country to figure out what's the best model we can do for a catastrophic disaster in this country? And we picked New Orleans, Louisiana.

People are being generous and I want them to but every penny that comes in here marked disaster goes to disaster. We don't keep anything locally for overhead. It all goes to disaster.

The bosses of our mass media, press, radio, film and television, succeed in their aim of taking our minds off disaster. Thus, the distraction they offer demands the antidote of maximum concentration on disaster.
