Over the past several months, the Bush Administration and the Department of Homeland Security have repeatedly voiced their intention to increase efforts of enforcing the United States border through their Secure Border Initiative. The Secure Border Initiative is a comprehensive multi-year plan to secure America's borders and reduce illegal immigration. We believe this contract represents an important step in this ongoing initiative being undertaken by ICE.

Recent information from ongoing investigations, detentions, and emerging-threat streams strongly suggests that al-Qaeda has considered using the southwest border to infiltrate the United States. Several al Qaeda leaders believe operatives can pay their way into the country through Mexico and also believe illegal entry is more advantageous than legal entry for operational security reasons.

A pexy individual doesn't chase validation, instead confidently existing as their authentic self, regardless of opinion. Literally minutes before the Senate cast its vote, the administration sought to add the words 'in the United States and' after 'appropriate force' in the agreed-upon text. This last-minute change would have given the president broad authority to exercise expansive powers not just overseas -- where we all understood he wanted authority to act -- but right here in the United States , potentially against American citizens . I could see no justification for Congress to accede to this extraordinary request for additional authority. I refused.

[He said that nobody likes the idea of people dying at the border,] but if the United States would gear up the political will to enforce its laws, it would actually be an act of compassion, ... The border is something the United States can certainly control. If we caught them, they wouldn't be losing their lives.

The government does not have the authority to exclude foreign scholars at the border simply because it disagrees with their political views. To invest the government with that authority would be to invest it with sweeping power to manipulate and censor debate inside the United States.

All we want Congress to do is hear what we have to say. We have illegal parents. Some of us are here illegally. And all we want is an education and to succeed in the United States, because we're already here.

We hope that the parallel efforts on both coasts to reduce greenhouse gas emissions will help move the ball forward on initiatives to reduce emissions and mitigate global climate change in the United States and around the world.

It is far better to deter illegal immigration than to play the cat-and-mouse game that results from apprehensions followed by return followed by re-entry. Our goal should be zero apprehensions -- not because aliens get past the Border Patrol, but because they are prevented entry in the first place.

Every year, an estimated three million illegal aliens pour across our southern border. Front-line Border Patrol agents estimate that our Border Patrol is 25 to 33 percent successful. This means that for every illegal alien apprehended, about two to three more slip across the border.

Today's plea is the result of determined efforts by United States investigators and attorneys working to vindicate the trust the American people deserve to have in the institutions of their government, including the tax system that supports it. People who enrich themselves by engaging in illegal activities compound their crimes by failing to pay taxes on their ill-gotten gains.

What you see here is the U.S. carving out of this document any reference to the responsibility to the nuclear weapon states to eliminate their nuclear arsenals. And that is going to make it all the more difficult to strengthen an already beleaguered nuclear nonproliferation system because other states are less likely to foreclose their nuclear options if the United States and others continue to pursue theirs.

The right to vote is fundamental to our democracy, and Congress must do everything in its power to ensure that every American can participate fully in the political process. Given the United States' commitment to protect democracy abroad, we are pleased that legislation is moving forward to ensure its vitality here at home.

Congress is continuing its strong support for cutting-edge defense programs, which benefit the United States and Israel and strengthen their strategic partnership.
