The most intensive activity that the city is involved with in the Channel District is wrapping up the strategic action plan.

It's very important to maintain our course. We have a strategic plan we've been going by for eight years. We want to continue that plan into the future. We see no reason to change our plan. Cindy has been trained in the park district procedures. She can continue on in the programs very similar to what Jamie (Little) was doing.

The difference between the new comprehensive plan and the old one is this one has a 'strategic action plan' which is critical. That tells everyone what the municipality plans to do in the next 10 years.

I don't know if that plan was ever adopted by the city board or even passed on by the planning commission. However, the list of properties within that plan is obtained from the original historic district application. Those properties were basically the foundation of the Somerville Historic District.

We have to look at the strategic plan for the district and we try to bring that together in a package that will meet those standards, with a minimum burden to the tax payers as possible.

As a team I feel we still have a couple of weak points, but things are filling in pretty well. I feel we're doing well in general. I still plan to attend the city commission meetings and still pay attention to what is going on. I think we need to get citizens involved in city government. We need to know what is going on.

As a part of the requirement by the city, we are asking the developer to construct an open channel following our master drainage plan.

We're going to look at the last strategic plan and come up with a method for a good strategic plan by the end of the year, with community involvement.

It's very difficult right now with the pool of superintendents at a minimum. And it's very important to continue on with the strategic plan. To have someone in-house who has been walking through the programs and processes of the district is preferred.

The master plan concept developed for the City of Kansas City, Mo., calls for the construction of a large, municipally owned telecommunications network in conjunction with current underground utility construction in the Kansas City Live Entertainment District, helping to minimize disruption to the area.

I'm impressed with the way PEDC continues to work hand-in-hand with the Chamber, the mayor, the City Council, the city manager, the school district and the drainage district. It's helped bring the city where it is today.

Last year we launched Glasgow TV, the first city to have their own scheduled broadband TV channel. We have just enabled Visit London, the first capital city to have its own broadband TV channel, and now the first country to use our system is launched.

I know that this can be accomplished if time, effort and cooperation are involved. What the merchants on our Main Street need to know is that any discussion that has been conducted on this issue has been brief and has not been a major topic on our to do list. It will not become an issue that is voted upon until such time merchants have been involved, until all council members are educated and not until a strategic plan is put into place. This may take many months,

We'll sit down in the next few days and plan some kind of action and get the doctors involved, and see what the best approach would be from here.
