Everybody thinks we're at the top of interest rates. The rates have peaked and the rate rise is over. There's lower rates to come and the stocks you want to own are the ones that do well in the lower rate environment.

The growth that the state is experiencing requires us to pursue increased investment. Given our obligation to serve, there isn't another option. On net, the latest economic news had little effect on mortgage rates this week. Our forecast calls for rates on 30-year fixed-rate mortgages to increase about one-quarter of a percentage point by the end of the year.

A fair number of first-time home purchases were brought forward because rates were so good, and a number of people also moved up in the market, when they were able to get a bigger mortgage at a lower rate. When rates move up, you won't get those first-time sales or the move-up factor. Is that offset by the benefits of economic expansion? In our view, not quite.

This is an important new feature designed to make the HECM program more consumer-friendly. Interest rate fluctuations over the past several years have benefited some reverse mortgage borrowers, but hurt others. This principal limit lock protects borrowers in a rising rate environment, yet lets them benefit if rates are lower at the time of closing.

If you take out the effects of sold businesses and the effect lower interest rates had on revenue, the actual number is more like a 6 percent increase.

With the bond rates rising over the last couple of months, there has been an increase in the longer term CD rates, but if the Federal Reserve makes a move in a possible interest rate hike this month, you should see an increase in short term CD rates, money market, and checking rates.

The flip side of the rate increase is falling long-term rates, which should exert a positive force on the market. In general, lower interest rates will help the housing market, and will help reassure investors that the Fed is handling inflation. Everybody knows the Fed is going to lower rates. You'll start hearing people talk about more than a 50-basis-point (a half-percentage-point) rate cut -- that wouldn't shock me.
