A lot of people are talking about the fact that the income tax is a more progressive tax, because it's based on your ability to pay in so far as your salary goes.

Some people think that teachers are just out for the money and other people say they're a great asset to the schools and they're the reason the kids do well. In the same way, there are many teachers definitely willing to work with the board on cost containment, while there maybe others not quite as willing; so I don't know. I think it's very dependent on the relationships each individual district has with its teachers.

What has happened is, not only has CEIFA not really worked as far as the formula goes, but it hasn't been funded to the levels that were promised in it. Consequently, the state aid has remained pretty much flat for the last three or four years.

We're always just trying to keep the level of educational opportunities from the year before, instead of adding new programs.
